Deer Park Golf and Country Club HOA Board Meeting Oct 21, 2025

Hello, homeowners!

We held our fourth quarter Board meeting Oct 21st at 6:00 pm in the Deer Park City Hall Council Chambers.

We were thrilled to have seventeen homeowners in attendance, in addition to the four Board members and our communications chair! We exchanged great dialogue and documented current concerns. We heard from you, and we have taken immediate action relating to those concerns that we wanted to share.

Those in attendance discussed a concern regarding a potential fall hazard on top of the new, concrete retaining wall adjacent to Warren Park. The Board contacted the developer to share the concern on Oct 22. In addition to this the Board also noticed an additional safety concern regarding the drainage trench that runs along the fence line of the properties on Oasis. The developer immediately responded and shared that a temporary construction fence would be in place within a week and that the long-term plan is to install a more permanent, chain link fence across the top of any area that is more than thirty inches in height.

The Board had an informative conversation with homeowners communicating what our HOA operating expenses are and the actions the Board has taken to ensure we are taking appropriate steps to save money where we can, while still providing top level services to our homeowners. Those actions include financial partnerships with Mountain View Meadows HOA and the City, sharing landscaping expenses at the entryway and capping the golf course assessment (i.e., the share of HOA dues provided to the City) at 2024 levels.

We plan on switching to email invoices for quarterly assessments for those homeowners for whom we have email on file; however, the quirks in the system (that we are currently working through) won’t allow that at this time, which would allow us to save on our postage costs. That said, we took the suggestion that for those homeowners who pay their dues on an annual basis, they do not need or want any further quarterly invoices. As such, beginning in January 2026, all homeowners will get the first notice in January. If a homeowner pays the annual dues in entirety for the year from the first invoice received no further invoices will be delivered for the remainder of that year. What a great suggestion! The improvements and expansion of Warren Park were topics of discussion. Our HOA is entering into a legal agreement with the new developer that would require them to pay for watering an expanded Warren Park beginning in January, 2026 forward; in exchange, our landscaping firm (Cedar Ridge) will mow and otherwise maintain the newly sodded area, which is designed to facilitate proper water runoff/drainage from the new development. The developer is also paying for Cedar Ridge to expand the current irrigation system, sod, and plant four trees in front of the new retaining wall for screening from Country Club Drive. Also, a stand-alone irrigation control box will be installed so that water usage can be more efficiently managed. In total, this agreement will save the HOA about $1000 a year from our utilities budget. This is another example of the way we are protecting our budget through creative partnerships.

On a related note - in the Spring, we are planning to refresh Warren Park with a new picnic table and shrubs. We would love to hear your thoughts about how to improve and maintain this communal area.

The Board will continue to enhance our HOA website; our hope is that this will be one of the main conduits to get information distributed to our homeowners. Lastly, the Board communicated the Washington State law relating to financial reserve studies. The purpose of a reserve study is to assess and help guide on maintenance issues and the preservation (and/or eventual replacement) of the major physical assets held by our HOA.The initial study that was conducted this last year can be viewed in its entirety on our HOA website (see Documents).

There was a discussion relating to the HOA landmarks and specifically the maintenance, cleaning and sealing of our brick structures, along the entryway. The structures are 30 years old and to the Board’s knowledge have never received maintenance of any kind and it shows with crumbling grout among other things. Maintenance must be performed sooner than later to ensure the longevity of these landmarks. Initial estimates are a bit alarming to get it done to protect what is already there. The Board is still gathering additional estimates and plan on phasing this work over two to three years, so we protect our financial reserve balance while also investing in and protecting what we have and enjoy without any large unexpected financial impacts on homeowners. The Board will continue to communicate with homeowners on this topic once we have more information and a definitive plan to move forward.
