Hello Homeowners!
We hope you are all enjoying summer, now that it finally arrived in mid-June.
New Board Members. We would like to welcome Lori Smith and Chris Puffer to the board as they were elected in May. They both bring creativity, new energy and we are thrilled to have them join the Board of Directors. Lori will continue as HOA Secretary and Chris was named Vice President at the last board meeting. Paul Boxleitner, the former Vice President, will assume the Director at-large position and oversee special projects. Carla Phillips departed the board after four years of service. Thank you, Carla!
The Annual Meeting had a great turnout with twenty-nine homeowners attending. There was a lot of information exchanged and we had great input from attending homeowners. Due to a scheduling issue, the annual meeting was moved from a weekend to weekday date. This seems to allow for more attendance and we will continue this weekday scheduling for future annual meetings based upon input from our attending homeowners. At the annual meeting we also concluded the ratification vote for our 2026 operating budget and it was ratified by a vote of “59 yes” and “3 no” Votes.
Yes, we are officially growing the HOA!! Due to a procedural error on our first vote attempt, we had to re-conduct the vote to pass the annexation declaration for the new development known as Country Club Estates. All of your support, encouragement and understanding was so appreciated and needed. Per our procedures, we held an “Annexation Only” meeting June 10th. We met both the attendance and required “yes” votes at the meeting to pass the annexation declaration. We expect to file this declaration with Spokane County by mid-July. Annexing Country Club Estates allows us to welcome new friends and neighbors into our HOA family, ensure standardized rules are applied to maintain our property values, and when owner-occupied, it will generate over $15,000 annually to our operating budget and reserve fund. Truly a win/win. Thank you again for supporting this very important addition to our HOA.
We are also continuing to enhance and improve our HOA. All brickwork at the entryway was installed 30 years ago. To our knowledge, it has never been cleaned or sealed which would help to maximize its lifespan. Yes, it looks great driving by, but when you get up close and inspect it, it is in need of repair as water, over the years, has loosened some of the bricks and mortar joints in several areas. Our goal is to complete this re-work in two phases over the next two years. The first phase will be completed this summer and will consist of the large monuments/pillars closest to Crawford Street and stop at the first driveway on the left and first street on the right as you exit. Both Mountain View Meadows HOA and the City of Deer Park have contributed to keep the cost to the HOA manageable. In addition, the board has coordinated with adjacent property owners to the entryway to remove the many sapling trees on the outside of the entryway to allow access for the brick re-work to be performed and also improve the appearance of the entryway. Lastly, we also plan to replace the current benches at Warren Park with an ADA compliant picnic table later this summer.
We Need Your Help. Each and every summer, the board receives several complaints on very common rule violations. They are: waste/recycling bins left out in street view, excessive dog barking, yard maintenance (irrigation, mowing and weed control), and RVs, boats and/or utility trailers parked in excess of 48 hours. ALL of us need to understand the rules and follow them to ensure the standards of the HOA are consistently met. The board spends time and money sending out certified rules violation letters, at an unnecessary cost to the HOA. We wish to avoid this. Just so you all have the knowledge, 57 letters have been sent over the last 4 years.
Near Term Projects. The board is in the process of revising the new resident welcoming process. We are also working on updating the website and keeping it updated on a regular basis. We did have a glitch on the handoff of duties on this, that have now been resolved. We expect the updates to be completed in early July.
Don't forget the garage sale weekend the first weekend of August. This is a city wide event and draws crowds from all over. It's a great way to make some cash, find new treasures and meet your neighbors. Please be mindful of the increased traffic, as it increases danger for our walkers and pets. Please keep your dogs secured on your property.
Payment Portal Issues and Plans for Resolution. Since initiating our new payment portal in April 2025, we have been experiencing a few issues, mainly members being double billed. We have looked at the problem, and have decided to re-design the payment portal process. If you are currently on automatic payments, nothing will change for you as long as you are happy with how it is working.
We have redesigned the Go Paperless page on the website to allow each member to access their personal account to track their payment history and account balance. You can access this feature by clicking on “Go Paperless”, then scrolling to “Billing Portal” and follow the instructions.
This feature is currently available to only those members who are on automatic billing. We are working on including all members (we will need to have your email address in our system).
